  • 1. BACKGROUD INFORMATIONThe West Cairo Region (WCR) is a rapidly growingsubregion in Greater Cairo with an estimated population of over 8 million. The urban population in Greater Cairo isexpected to increase from 20.9 million in 2020 to 28.5 million by 2035. WCR encompasses both existingsettlements (cities and villages) and new cities. It hosts several importanteconomic and social assets, including three airports, four industrial zones,and one of Egypt-s largest public transportation hubs. The Region-s varywidely, from historic sites and tourist attractions to residential andcommercial areas. It has experienced significant urban development, combining modernurban areas with shopping centers, businesses, and residential neighborhoodsalongside more traditional and rural areas.However, WCR faces a series of challenges according toregional and city plans, studies and reports. These include an uncontrolled urban sprawl, mobilityinfrastructure developed without integrated planning, real estate pressure onagricultural land, and an unbalanced territorial developement compared to East Cairo. However, these areopportunities to strengthen linkages between new cities and existingsettlements, improve urban governance, and spur economic development through integratedterritorial planning. Forward looking plans and investments can promotebalanced urban growth in WCR and other subregions within Greater Cairo.The subregion is characterized by a fragmented urbanpattern with both existing and new settlements. Existing settlementsfall under the jurisdiction of Giza Governorate, which is subordinate to theMinistry of Local Development (MoLD). Giza is the most prominent city, with acurrent population of about 4 million inhabitants. The six new cities in WCR - likeall new Egyptian cities - are administrated and governed by the New UrbanCommunities Authority (NUCA), which operates under the Ministry of Housing,Utilities, and Urban Communities (MoHUUC).The main objective of this assignement ...
