- Expression of Interest are invited for Consultancy Services for the Supervision and Management of the Contract for the Design, Supply, Installation and Maintenance of ETCS Level 1, on Board and Trackside. The Egyptian National Railways (ENR), a public entity under the Ministry of Transport, has received financing from the African Development Bank (AfDB) toward the cost of the “Consultancy Services for the supervision and management of the contract for the Design, supply, installation and maintenance of ETCS level 1, on board and trackside, on the (Alexandria-Cairo-Nagh Hammadi) & (Benha /Port said) main corridors" The main objective of the consultancy services is to supervise and manage on behalf of the ENR the Contract for the Design, supply, installation and maintenance of ETCS Level 1 Train Automatic Protection System (track side and on-board) on Alexandria / Cairo / Nagh Hammadi & Benha / port Said corridors (about 950 km) with the intention of achieving the ENR-s objectives for the completed contract The Egyptian National Railways now invites eligible firm consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, experience of at least 3 years in similar assignments, availability of appropriate skills and resources including acquaintance with Egyptian ecosystem, biographies of key experts involved in implementation, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification. The shortlisted criteria are: 1. The consultancy firm is registered as a company or joint venture in AfDB member countries. 2. Key consultants to be acquainted with Egyptian and regional ecosystem, and relevant proven track record of specialized qualifications. 3. The consultant firm should at minimum manage one similar project in last five years or have sub-contracted to carry out same assignment in last five Years. 4. EOI proposal to include the firm-s most-notable projects that were previously executed similar to the requested under this assignment. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank-s “Rules and Procedures for the use of Consultants” dated October 2015, which is available on the Bank-s website at https://www.afdb.org using a Quality & Cost Based Selection (QCBS) method.
