All the best TERMS OF REFERENCEThe text in italics is there asa guideline please remove it when preparing your TORs SHORT TITLE OF ASSIGNMENTYouth Challenge 4.0 on Climate Change: Design and Implementation of Youth and Adolescent Skills Development Programme BACKGROUND Creating solutions to the various pressing challenges of our time, including climate change, is key to young people's economic and social empowerment. The Youth Challenge, a global partnership between USAID, UNICEF and other partners such as UNDP, Scouts and Plan International, contributes to youth and adolescent empowerment by offering an innovation skills development curriculum accessible to adolescents and youth, especially adolescent girls from marginalized communities. The Youth challenge offers the opportunity to develop skills while participating at a national and international competition. The Youth Challenge is a global initiative with young people where they are supported to realize their full potential as they tackle the world's most pressing issues. Since 2021, the Youth Challenge has had participation of over 43 countries, reaching over 25 million young people, and involving over 200 organizations. The Global Youth Challenge 4.0 promotes Generation Unlimited (GenU), which is a multi-sectoral partnership to accelerate progress and attract investment to support the transition from learning to earning of young people worldwide. Egypt has participated in two Youth Challenges, engaging close to 12,000 young people with skill developments programme. Led by theMinistry of Youth and Sports (MoYS) and in collaboration with Ministry of Education and Technical Education (MoETE), Ministry of environment (MoE), USAID, UNICEF, UNDP, Plan International, Egyptian Scouts and British Council focused on developing youth led climate change solutions. Leading up to 2022, where the Egyptian venture "Soigel" has been crowned as first winner in the youth challenge 3.0 during a side event of COP 27 held in Sharm El Sheik. For 2023, the Youth Challenge 4.0 will continue its focus on youth led climate change solutions and aims to engage at least 25,000 adolescents andyouth trough existing partners and by leveraging the Shabab Balad platform recently launched in Egypt. The Youth Challenge in Egypt shall be implemented through two main implementation streams (MoYS implementation stream and MoETE implementation stream) to be further discussed in the following sections. OBJECTIVE Key overall objectives of the Egypt Youth Challenge (YC) 4.0 are Facilitate access to most disadvantaged communities to skills developing opportunities focusing on problem solving, STEM, innovation, and climate change solutions Enhance national institutional capacity to deliver skills development opportunities focusing on problem solving, innovation, and climate change solutions. Provide national and international visibility to youth and adolescents led solutions to climate change The specific objective of this assignment will be to support the implementation of the Egypt YouthChallenge (YC) 4.0 targeting 25,000 young people in at least 15 governorates with two implementation streams, as follows: Implementation with the MoYS targeting 10,000 young people. Implementation with the MoETE targeting 15,000 adolescents (13-17 years) in public schools. The focus with MoYS implementation stream will be to generate the best ideas tackling pressing problems related to climate change to qualify for the global competition while the MoETE implementation stream aims to develop strong foundational design thinking and STEM skills and qualify best ideas on a local level. Both modalities will run the same YC content. However, in the MoETE implementation stream, a simplified version of content and a local competition for secondary and preparatory public-school students should be accounted for. METHODOLOGYThe contracted institution responsibilities per implementation stream areas follows: MoYS implementation stream Application form including A) development of an online application form with the needed visibility and publicity elements. B) development of an assessment criterion based on which the applications will be assessed and support the screening and the and selection of the most feasible innovative ideas based on the agreed upon criteria (target: 10,000 young people). Manual and training material development: review the youth challenge materials/manual and support the design of the Youth Challenge 4.0 Learning Journey. Coordinate and provide capacity building ToT to selected trainers affiliated to MoYS and other relevant stakeholders (target: 200 trainers). Mentor the MoYS implementation of the bootcamp targeting 10,000 young people. Support the filtration process to identify the best 10 teams (50 participants). Provide capacity building programme tothe 10 selected teams on how to structure their ideas in an executable form. Support young people's pitching sessions to select the best 5 teams out of the 10 selected teams to qualify as the winners at the national level. Provide an advanced bootcamp to the 5 teams selected teams that won at the national level. Support the jury formulation and assessment to select the best two teams out of the 5 winning teams that will be promoted to compete at the global level. Provide one-on-one capacity building and mentorship sessions to the two finalists and connect them with relevant local companies/investors/accelerators. ** All ToTs workshops for this stream will be held at facilities affiliated to MoYS and the location will be determined based on the availability of the facility. Thus, the contracted institution does not need to factor the costs associated to the ToT facilities in the budget, but this may require travel by the trainers of the contracted institution to Alexandria, Port Said where some of the MoYS training sites are located. MoETE implementation stream Map YC content and label mandatory activities, options activities to allow for a shorter and age-appropriate implementation in public schools. Design an additional session training and aligning the teachers on the shorter version of YC and the expected deliverables per school Provide capacity building ToT to selected trainers affiliated to MoETE (target: 250 trainers) Monitor the quality of the implementation of theskills development programme, to reach out and upskill at least 15,000 preparatory and secondary school students in public schools (at least 50% girls). Design and support the MoETE and local partner in filtration process to identify the best 100 teams from the schools (1 per school) Lead the filtration and awards process of the finalist 10 ideas from the public schools in collaboration with MoETE, UNICEF and other partners ** All ToTs workshops for this stream will be held at facilities affiliated to UNICEF partners (MoETE and/or partners NGOs) and the location will be determined based on the availability of the facility. Thus, the contracted institution does not need to factor the costs associated to the ToT facilities in the budget, but this may require travel by the trainers of the contracted institution to Alexandria and/or Damietta where some of the training sites are located. Over six months the selected consultancy will be working under the supervision of UNICEF ADAP (MoYS implementation stream) and Education team (MoETE implementation stream). Additionally, series of work shall be in close coordination with the MoYS, MoETE, local and relevant partners. ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE The contracted institution will be responsible to submit a detailed workplan highlighting how consultancy deliverables and activities are going to be met in a timely manner, including the submission of deliverables clarified under each activity: MoYS implementation stream Activity (1):Design the branding of the YC 4.0 including the visibility and application announcement cards, design an online application form along with selection criteria in coordination with the concerned focal points of the YC 4.0 partners and support the amplificationof the application. This in addition to undertaking the screening of the applications to select the most feasible business ideas. Deliverables of activity (1): Branding and visibility of YC 4.0 developed and cleared. Criteria developed based on which applicants will be evaluated in each of the threestages. Online application to advertise the YC 4.0 competition designed, cleared, and amplified. A total 10,000 applications selected based on the agreed upon criteria of selection. Activity (2):Review the youth challenge materials/manual and support the design of the Youth Challenge 4.0 Learning Journey. Build the capacity of 200 staff affiliated to MoYS, who will be selected as Master Trainers to directly run the bootcamps and provide support to participating young people throughout the journey. Deliverables of activity (2) Detailed workplan with a timeframe. An outline of the updated YC 4.0 training material developed in English. YC 4.0 material/manual updated, designed and disseminated in digital format. A total 200 trained officials from the involved ministries/ partners trained on the updated material/manual. Progress report for the training activities including for example attendance records and post-training assessments and lessons learned for the implementation of upcoming activities. Activity (3): Monitor the bootcamps targeting 10,000 young people in coordination with UNICEF and MoYS (i) supporting of logistic arrangements, including procurement of stationary and branding materials associated with the delivery of bootcamp activities and also including transportation cost of the beneficiaries at the governorate level; (ii) support of master trainers, including oversight and quality assurance; (iii) coordinate with the Youth Challenge partners to share information,updates and use their resources effectively to support the achievement of the goals of this Challenge; and (iv) evaluation of participating teams and shortlisting teams that are technically eligible for the upcoming stage, with input from master trainers, and including other tasks associated suchas contacting the eligible teams etc. and coordinating with the relevant government staff. Deliverables of activity (3) A total of 15 monitoring visits to ensure quality deliverables for 10,000 young people with improved capacity of how to apply human-centred design thinking method to generate ideas targeting climate change problems. Criteria to shortlist 20 teams, so that the partners have all the evidence necessary to select the 10 teams (50 young people) that will advance to the second stage that are technically eligible for the second stage Progress report including scoring of participating teams and other information that could be used for Mng the accommodation and transportation costs of the 50 participants, (ii) evaluation of participating teams and shortlisting teams that are technically eligible for the upcoming stages including other tasks associated such as contacting the eligible teams etc. (iii) provision of problem solving, back-up mentoring support through business and climate change experts and any other ad-hoc support to the teams when necessary during the bootcamps. Implement the bootcamps targeting 25 young people including (i) Printing and procurement of materials for workshops, and other tasks associated with thedelivery of bootcamp activities including accommodation and transportation of the participants, (ii) evaluation of participating teams and selection of the best two teams and (iii) provision of problem solving, back-up mentoring/coaching support through business and climate change experts and any other ad-hoc support to the teams when necessary, during the bootcamps. Deliverables of activity (4) A total of 50 young people with improved capacity of how to structure their ideas in an executable form, develop socially responsible business plans and set key metrics for product or service development. A total of 25 young people who are technically eligible for the upcoming stage are identified. Progress report on the implementation including attendance records, detailed qualitative and quantitative scoring of participating teams based on which teams are admitted to the third stage or not and lessons learned for stage three implementation. Progress report for previous stages of implementation including attendance records and detailed qualitative and quantitative scoring of participating teams based on which the two winning teams that will promoted to compete at the global level will beselected. Activity (5): (i) Provide one-on-one capacity building and mentorship sessions to the two finalists and connect them with relevant local companies, investors and accelerators with potential to support them in taking their socially responsible business models even further, (ii) support thesubmission of the two finalists' teams to the global jury of the YC 4.0, (iii) guide and support the 2 selected teams in recording and submitting their video to Global Youth Challenge competition. Deliverables of activity (5) A total of 10 young people (2 teams) receive coaching specific to taketheir ideas forward and become connected with relevant companies and incubators that can provide them with support after the Youth Challenge comes to an end. A total of 10 young people will be eligible to represent Egypt in the Global Youth Challenge 4.0. Support the 2 selected teams to apply on global portal, develop the business idea video, and submit their proposal to the Global Youth Challenge competition provided. Progress report on the implementation including attendance records, detailed qualitative and quantitative scoring of participating teams based on which teams are admitted. MoETE implementation stream Activity (6): Align YC 4.0 MoYS material to fit MoETE implementation stream. That would be translated into i) minor modification of YC 4.0 branding and visibility materials to fit the direct implementation modality of MoETE (inside preparatory and secondary public schools). ii) Design two selection criteria; one on school level (1 team selected per school) and one on the national level (10 teams) in coordination with the concerned focal points of the YC 4.0 partners iii) Map YC content and label mandatory activities, options activities to allow for a shorter and age-appropriate implementation in public schools.Deliverables of activity (6): Minor modifications of YC 4.0 branding and visibility to fit MoETE implementation stream needs (1 poster, 1 brochure to showcase in schools) Democratic and participatory teams' selection criteria developed for school-level shortlisting (1 team/school) Teams' selection criteria developed and awarding framework designed for the national level shortlisting (10/100 shortlisted teams) An additional session designed, training and aligning the teachers on the shorter version of YC and the expected deliverables per school Activity (7): Build the capacity of 250 staff affiliated to MoETE, two teachers per school from the to be selected 100 schools and supporting staff from MoETE (mentors/ training unit head) who will directly run the summer camps and provide support to participating students throughout the journey. YC 4.0 MoETE modality material/manual updated (optionalport for the training activities including for example attendance records and post-training assessments and lessons learned for the implementation of upcoming activities. Activity (8): Monitor and support MoETE and local partners targeting 15,000 preparatory and secondary school students. (i) Oversight and quality assurance of MoETE trainers and local partners (ii) support on school level shortlisting and on the national level evaluation and awarding of shortlisting teams with input from MoETE trainers and local partners. (iii) Manage the shortlisting and awarding process of 100 teams to 10 teams Deliverables of activity (8) A total of 15 monitoring visits conducted to ensure quality deliverables for 15,000 public school preparatory and secondary students with improved capacity of how to apply human-cantered design thinking method to generate ideas targeting climate change problems. At least three years of expertise and experience in developing and delivery of training programs and capacity building for adolescents and youth in Egypt. At least three years of project management experience of similar assignments. Excellent communication, organizational skills, and strong interpersonal skills. Relevant technical expertise and experience in working with a different range of stakeholders at a national and local level establishing a youth-sensitive perspective across sectors is desirable. Demonstrated expertise in the agenda of climate change/environmental issues and young people in Egypt, particularly with regards to green skills development, youth employment and entrepreneurship and social innovation. Fluency in Arabic and English is required for core team managing this contract. A youth-led institution is an asset. Previous experience working with UN is an asset. CONDITIONS OF WORKPreparation will be in coordination with UNICEF to ensure the availability of MOYS venues and facilities. Issues related to research ethics are appropriately discussed, as instructed in the UNICEF Procedure for Ethical Standards in Research, Evaluation, Data Collection and Analysis and in accordance with the UNICEF Strategic Guidance Note on Institutionalizing Ethical Practice for UNICEF Research. The researchers will need to be gender sensitive and addressing the differences of attitudes.UNICEF must hold the copyrights to any materials developed over the course of this assignment including publications, photos and videos. If the assignment involves adolescents and youth, all participants should be informed before photo and video documentation. A written consent, following UNICEF consent form format, should be taken from the person prior to the documentation.
