Egypt Awards €225.5 Million Contract for the Design and Construction of the Alexandria West Wastewater Treatment Plant Expansion

The joint venture of Hassan Allam Construction (Egypt) and Metito Overseas Limited (Guernsey) has been awarded a significant €225.5 million contract by Egypt's Construction Authority for Potable Water and Wastewater (CAPW) for the design and construction of the Alexandria West Wastewater Treatment Plant Extension and Upgrade (AWWWTP). With funding from national resources and the European Investment Bank (EIB), the contract was formally signed on October 29, 2025.

The project's overview
The project, with reference EIB-GtP/E2D/20170089-003, is a component of Egypt's national strategy to improve environmental sustainability and modernise its wastewater infrastructure. Several million people are currently served by the Alexandria West Wastewater Treatment Plant, one of the biggest treatment plants in the area. The Alexandria Governorate's wastewater treatment will be more effective and of higher quality thanks to the expansion and upgrade, which will raise the plant's treatment capacity from about 462,000 m³/day to 600,000 m³/day.

Project Scope
In order to raise the plant's treatment level to secondary biological treatment, the contract, which is governed by the FIDIC Yellow Book (Design and Build), includes both the construction of new facilities and the renovation of existing infrastructure.

Important components of the project consist of:

  • Making improvements to treatment procedures to satisfy national effluent discharge regulations

  • Facilities for sludge digestion and hydrolysis for improved treatment and less environmental impact

  • Systems for producing biogas to aid in the recovery of sustainable energy

  • Complete commissioning and operation of the primary and secondary treatment phases during the Defects Notification Period (DNP) for a duration of two years

By drastically lowering pollution levels in nearby waterways, this coordinated strategy will enhance Alexandria's environmental and public health conditions.

The evaluation and tendering process
Pre-qualification and an International Restricted Tendering process were used for the project, enabling participation from multinational companies that adhered to EU and EIB procurement regulations. Eight applicants in all made the pre-qualification shortlist.

Technical excellence and competitive financial proposals were given priority in the 70/30 price-quality ratio used for the tender evaluation. This approach made sure that a contractor with a track record of delivering a cutting-edge, effective, and environmentally friendly wastewater treatment solution was chosen.

Overview of the Contractor
The successful consortium consists of Metito Overseas Limited, a world-renowned pioneer in water and wastewater treatment technologies, and Hassan Allam Construction (HAC), one of Egypt's top industrial and infrastructure contractors. The joint venture's vast experience in large-scale design-build-operate (DBO) projects guarantees the delivery of infrastructure of international calibre that is in line with Egypt's environmental and development objectives.

Strategic Significance
This project, which tackles environmental issues and urbanisation pressures, is a pillar of Egypt's larger plan to modernise the water and wastewater sectors. The AWWWTP upgrade will:

  • Improve Alexandria's water quality and treatment capabilities

  • Encourage the construction of climate-resilient infrastructure

  • Make it possible to recover energy by using biogas.

  • Minimise pollution in the coastal region of the Mediterranean

  • Help Egypt reach its sustainable development goals for Vision 2030.
